Guangzhou Unveils New Plan, Positions Semiconductors Among Top Strategic Industries

On January 8, the General Office of the Guangzhou Municipal People's Government released the "Guangzhou Plan for Accelerating the Development of an Advanced Manufacturing Hub (2024–2035)," outlining a comprehensive industrial roadmap aimed at doubling industrial added value by 2035. The city will build a "12218 modern industrial system" in which semiconductors and integrated circuits have been designated as one of five strategic pioneering industries, alongside artificial intelligence, new energy, and new energy storage. This positions Guangzhou to become a "core base for the nation’s third major integrated circuit cluster."

According to the plan, by 2030 Guangzhou aims to form a new industrial landscape characterized by "trillion-yuan-driven, hundred-billion-supported, and billion-yuan leapfrog" growth, with a marked improvement in overall advanced manufacturing efficiency. The blueprint covers 15 strategic industrial clusters, including six emerging pillar industries and four characteristic advantage industries. A key focus is the accelerated cultivation of strategic pioneering industries and six future-oriented sectors, which will be driven by real-world applications to mature cutting-edge technologies and achieve multi-fold industrial scale expansion within 5 to 10 years.

A core emphasis of the new policy is the full-chain development of the semiconductor and integrated circuit industry. Building on existing industrial bases in Huangpu, Nansha, and Zengcheng—forming a "one core, two poles, multiple nodes" layout—Guangzhou will focus on filling supply chain gaps, gathering manufacturing materials such as photomasks and photoresists, attracting leading equipment companies in lithography and etching, and building a complete ecosystem spanning chip design, wafer manufacturing, packaging and testing, equipment and materials, and end applications.

Key breakthrough areas include:

  • Semiconductor materials, with emphasis on third-generation semiconductor materials and accelerating R&D in critical materials like photoresist.

  • Chip manufacturing, focusing on specialty processes, automotive-grade chips, and the layout of advanced process R&D lines and silicon photonics production lines.

  • Smart sensors, targeting core technology breakthroughs and development of multiple sensor types with enhanced performance.

The plan also underscores deep integration between the semiconductor industry and end applications. In smart connected and new energy vehicles, Guangzhou will promote the design, manufacturing, and testing of automotive chips, accelerating the scaled adoption of domestic MCUs and ADAS chips. In the ultra-high-definition video and new display sectors, the city aims to achieve breakthroughs in core components, support next-generation display technologies, and foster synergy between "chips and terminals." Guangzhou has already channeled funding through a billion-yuan-level parent fund, investing in over 140 semiconductor projects, with industrial added value above designated scale growing 25.8% year-on-year in 2024.
