Latest data from the Ministry of Industry and Information Technology reveals robust performance in China's software industry over the first 11 months of 2025, with overall revenue surpassing 13.9 trillion yuan. Multiple core segments maintained steady growth, among which integrated circuit (IC) design revenue reached 402.8 billion yuan, marking a 16.5% year-over-year increase and becoming a key driver of sector expansion.
In detail, software business revenue for the period totaled 13.9777 trillion yuan, up 13.3% year-over-year; total profit reached 1.6954 trillion yuan, growing 6.6%; and software exports amounted to 56.89 billion USD, rising 8.1%—extending a positive growth streak to nine consecutive months, highlighting the sector’s strong resilience.
Software product revenue saw steady growth, reaching 2.9509 trillion yuan in the first 11 months, an 11.4% increase, accounting for 21.1% of total industry revenue. Within this category, basic software revenue grew 12.9% to 180.1 billion yuan, while industrial software revenue expanded 10.2% to 295.1 billion yuan, reflecting accelerated progress in key software localization efforts.
As the primary revenue contributor, the information technology services segment stood out, generating 9.6104 trillion yuan, up 14.6% year-over-year, and comprising 68.8% of total industry revenue. In key sub-segments, cloud computing and big data services together grew 12.8% to 1.4658 trillion yuan, making up 15.3% of IT services revenue. Meanwhile, the IC design sector outperformed with a 16.5% growth rate, reflecting the vibrant momentum of China's semiconductor design industry.
Cybersecurity and embedded system software also showed steady progress. Revenue from information security products and services increased 6.9% to 200.1 billion yuan, while embedded system software revenue rose 9.3% to 1.2162 trillion yuan, providing solid support for industrial digitalization and smart device development.
