On January 22, Arm China and the Hong Kong University of Science and Technology (HKUST) formally signed a Memorandum of Understanding, bringing together two leading institutions to drive collaborative innovation in four key areas: chip IP design, AI computing, embodied intelligence, and robotics. The partnership aims to accelerate the transition of cutting‑edge technology from the lab to industry, injecting new momentum into the semiconductor and AI ecosystem.

The MoU was signed by Arm China CEO Nielson Feng Chen and HKUST Vice‑President for Research and Development Prof. Tim Cheng, marking the start of a long‑term, stable collaboration that will mutually empower industry resources with academic research strength.
Arm China CEO Nielson Feng Chen stated: “Guided by our ‘AI Arm CHINA’ strategic direction, we are fully advancing frontier IP design in AI and deepening our focus on physical AI, edge‑ and endpoint‑side AI, and infrastructure. This cooperation with HKUST will combine our respective core strengths in integrated circuits and artificial intelligence to jointly accelerate innovation and industrial deployment of advanced technologies, bringing new energy to the semiconductor and AI ecosystem.” The ‘AI Arm CHINA’ strategy centers on driving Arm China’s transformation from a traditional IP provider to an enabler of AI‑computing ecosystems through a combination of “self‑developed IP + open ecosystem + scenario implementation.”
HKUST Vice‑President for Research and Development Prof. Tim Cheng responded: “This collaboration with Arm China will strongly promote our university’s breakthroughs in AI and embodied intelligent robotics. By orienting our research toward industry needs, our work will more closely align with future industry trends. Under the MoU, both sides will integrate their core strengths—Arm China’s industry resources, technical capabilities, and self‑developed IP portfolio, paired with HKUST’s top‑tier research expertise—to focus on AI computing, embodied intelligence, and robotics for joint R&D and technology development.
